NPCs

Irene
A woman in a position of some authority within the city's government, Irene is in charge of welcoming the newcomers and helping them feel at home. She's warm and full of gentle smiles, but there's always an air of distance about her; no newcomer seems able to get too close to her, although there's no way of knowing if she extends that distance towards natives of the city as well. She handles the affairs of the housing building and related administrative tasks.

Victor
The elder of twin brothers, Victor is in charge of the network the city provides to the visitors. Standoffish and generally disgruntled, he doesn't seem to like the new arrivals very much, and only makes contact with them when absolutely necessary. On the rare occasions you run into him outside his work, he always seems to be in a hurry.

Though recently, he seems to have disappeared...
Devin
Victor's younger twin, much more outgoing and personable than his brother. He handles a lot of the smaller aspects of network administration, such as repairing the terminals and getting any unusual accommodations that the visitors might need. If you see him around, he's pretty much always willing to stop for a chat while he works, and is happy to help point new arrivals in the direction of whatever they need.

Stixia
A teenaged girl who hangs out regularly around the Visitor's Apartments. It's hard to know quite why she's there, except that she always seems to be observing the comings-and-goings of the people living there with interest. Whenever you talk to her, she's always much more interested in finding out about your world than in telling you anything about hers.

Though recently, she seems to have disappeared...
Mai
The head nurse at the major hospital within the city walls and Ren's older sister. She oversees the care of patients that come within the doors and is the most forthcoming of information regarding health and necessary physical contact. Kindhearted and motherly, she is happy to help new and old arrivals alike live comfortably when in need of her services. Just be wary of her gossiping ways.

Ren
Mai's younger brother, a man with boundless energy and a penchant for gossip. He has aspirations to be a writer, and as a "practical exercise in gathering information," he often spends time around the visitors and writes short news articles about the things they get up to, which he then compiles into a self-published newspaper and leaves available in the lobbies of the guest apartments every couple of weeks. He also writes a gossip column and an advice column, but his advice isn't always that great.

Rhea
The High Priestess to the Twin Goddesses, Avana and Akasha. She aspires to unite both the local and guest populations in order to rebuild their city and help those in need. Skilled in the magic of the world, she is one of the sole experts in the mystical aspects of the universe.

General NPCs
Shopkeepers, researchers, young couples out for a date, what have you, there's a few of all of them in the city. The sole exception seems to be children - no matter where you go, there's never anyone below their late teens. With a few exceptions, they all seem pretty welcoming of the newly arrived population, and they're glad to lend a hand with whatever you need. But they never really seem to get too close or too involved, either, as though there's some kind of invisible line between natives and newcomers that simply shouldn't be crossed.
